Dmitry Karasyov, the city’s mayor, talked about the first results of the implementation of the comprehensive plan. The residents of three buildings in the Central District and Kayerkan have been rehoused. Now these buildings need to be demolished. A demolition project will be ready before the end of the year. At the same time, the contractor who will build two 9-story buildings in the Central District will be selected. In Oganer, ten unfinished buildings have been demolished, and sites to build three residential buildings have been prepared. Building No. 14 on B. Khmelnitsky Street will be demolished this year, while building No. 8 on Pavlov Street and building No. 11 on Kirov Street will be pulled down next year. New buildings in an absolutely similar Stalinist style will be erected in their places.
The open international competition for the development of an architectural and planning concept for the renovation of the city of Norilsk to 2035 will play a key role in the plan. Approximately 30 teams are now in the stage of document submission. On October 19, the judges will select the three finalists, who will present their concepts by March 2022. An important aspect is that this year’s and next year’s construction projects will be taken into account by the designers in their conceptions for the long term.
“We need to do more than just seamlessly integrate new buildings into the existing architecture of the city. All facilities must be the most modern from the perspective of their functions, technical features and design, which will radically change the vision of Norilsk and increase citizens’ comfort,” reported Maksim Mironov at the meeting. He also added that the judges include experts in the field of architecture, urban planning and urban studies who have worked in northern areas.
Summing up the meeting, Governor Aleksandr Uss said that it was necessary to look far ahead in the renovation of Norilsk: “We must use the most modern construction technologies tested in the northern countries. Therefore, I believe it is the correct decision to announce an international competition for architectural and construction solutions. However, while we think about the new, we must be able to preserve history as well. I am talking about the central part of the city, thanks to which Norilsk has been called the ‘Transpolar Petersburg’.”
